Project Overview:
Thomas L. Berkley Square (TLBS)

The
overall TLBS project is a 242,000 square foot mixed-use development
spreading over 1.56 acres of land in a downtown Oakland Redevelopment
area. The distinctive
economics of this project have allowed SUDA to broaden the development
scope into two phases.
SUDA
began the assembly and development of the TLBS site in November 1999 with
seed capital provided, in part, by Bank of America’s Community
Development Corporation (BACDC). In
March 2000 SUDA purchased a key portion of the project from Mr. Thomas
L. Berkley, Esq., a person of local historical significance and for
whom the project is named.

In
2001 SUDA purchased the historic Hotel Royal and over the next two years
completed the assembly of three additional parcels.
In 2004 SUDA retired all of the BACDC debt.

Phase I Completed - January 2006
2000 San

Construction
is complete on Phase I of the Thomas L. Berkley Square
Project, the new home of the Alameda County Social Services Agency and
the North County Center for Self-Sufficiency Corporation.
The 4-story multi-use office building
was financed by a $52.2 million bond
measure and is the newest addition to the Uptown Oakland development
district.
The design/build construction contract for Phase
I was a guaranteed maximum price contract with Hensel Phelps
Construction Company (HPCC), a nationally known company with experience in
the area. The HPCC contract
included all design, site work, building core and shell, and tenant
improvements for the County lease, as detailed in construction documents
developed jointly by SUDA and HPCC.
More
than 100 thousand square feet of office space and public areas, this facility
is part of
an overall strategic capital improvement program launched by the County of
Alameda to improve facilities County wide.

SUDA
broke ground on TLBS-Phase
II in January, 2006. The project involves the design and construction of
88
market-rate residential condominium units and parking facilities for
an additional 123 vehicles.
This project will be a vital addition to the Uptown Oakland area and serve to complement the overall synchronicity SUDA's landmark
